Slawson Manufacturing, Inc., NPDES Permit Number AL0071218, located at 99 Planer Mill Road, Louisville, AL 36048 for reissuance of the discharges resulting from storm water runoff associated with lumber and wood products, including wood treating operations using Ecolife and Copper Azole Type C as preservatives, discharging through DSN001-DSN003 into Sikes Creek, classified as Fish & Wildlife, in the Choctawhatchee River Basin.

Boise White Paper, LLC, NPDES Permit Number AL0002755, located at 4585 Industrial Road, Jackson, AL 36545, for reissuance of existing discharges resulting from process wastewater, non-contact cooling water, storm water runoff, construction storm runoff, landfill leachate, sanitary wastewater, ancillary process wastewater, and stormwater from saw mill operations discharging through DSN001 into the Tombigbee River, classified as Fish & Wildlife, in the Lower Tombigbee River Basin.

In accordance with Section 316(b) of the federal Clean Water Act (33 U.S.C. section 1326) and the federal regulations (40 CFR Part 125), if applicable, the cooling water intake structure used by the Permittee has been evaluated using available information.  At this time, the Department has determined that the cooling water intake structure used by the Permittee represents the best technology available (BTA) to minimize adverse environmental impact in accordance with Section 316(b) of the federal Clean Water Act (33 U.S.C. section 1326).

Umicore CSM NA, NPDES Permit Number AL0027332, 1951 Guntersville Road, Arab, AL 36582, for re-issuance of the existing permit to discharge stormwater runoff associated with inorganic chemical manufacturing through DSN003 and DSN004 to Shoal Creek, classified as Fish and Wildlife, in the Tennessee River Basin.

Center Point Terminal Chickasaw, LLC, NPDES Permit Number AL0031071located at 200 Viaduct Road, Chickasaw, AL 36611 for reissuance of the discharges resulting from storm water runoff from diked storage areas and storm water runoff from non-process areas of the facility which is not commingled with wastewater, discharging through DSN001 to Chickasaw Creek, classified as Limited Warmwater Fishery, in the Mobile River Basin.

Kimberly Clark Corporation, NPDES Permit Number AL0002801, located at 200 Bay Bridge Road, Mobile, AL 36610, for reissuance of existing discharges resulting from process wastewater associated with tissue and towel manufacturing operations, virgin fiber, waste cardboard, and wastewaters from permitted indirect dischargers, and storm water runoff discharging through DSN001 in to the Mobile River, classified as Limited Warmwater Fishery; discharges resulting from stormwater runoff from distribution/shipping/warehouse drains and adjacent areas surrounding the buildings discharging through DSN002, stormwater runoff from non-process areas associated with paper mill operations discharging through DSN003 to DSN005, non-contact cooling water and storm water runoff from non-process areas associated with paper mill operations discharging through DSN007 and DSN012, stormwater runoff from non-process areas associated with biomass operations discharging through DSN008 and DSN013, stormwater runoff from non-process areas associated with biomass operations, storage and trailer parking discharging through DSN009 and DSN010 into Chickasaw Creek, classified as Limited Warmwater Fishery; discharges resulting from storm water runoff from distribution/shipping warehouse drains and adjacent areas surrounding the buildings discharging through DSN015-DSN020 discharging into Threemile Creek, classified as Agricultural and Industrial Water Supply, located in the Mobile River Basin.

Water and Waste Specialties, LLC, NPDES Permit Number AL0082538located at 5821 I-10 Industrial Parkway South, Theodore, AL 36590 for modification of the discharges resulting from storm water runoff from the sale and distribution of water treatment chemicals, discharging through DSN002 to an Unnamed Tributary of Rabbit Creek, classified as Fish & Wildlife, in the Mobile River Basin.

Zenith Energy Terminals Mobile Holdings, LLC, – Mobile Facility, NPDES Permit Number AL0003565located at 835 Cochran Causeway, Highway 90/98 Blakely Island, Mobile, AL 36610 for re-issuance of the discharges resulting from storm water runoff associated with asphalt processing activities, including hydrostatic test water, discharging through DSN001 and DSN009 to the Mobile River, classified as Limited Warmwater Fishery, in the Mobile River Basin.

Chemtrade Logistics, LLC, NPDES Permit Number AL0081787, located at 1008 Cedar Lake Road, Decatur, AL 35603, for reissuance of existing discharges resulting from stormwater runoff associated with the manufacture of aluminum salt coagulants and toll blending of water treatment chemicals discharging through Outfalls DSN001, DSN002, and DSN003 to an Unnamed Tributary of Flint Creek, classified as Fish & Wildlife, in the Tennessee River Basin.

Waste Management, Inc., 36964 Hwy 17 N, Emelle, AL 35459 for reissuance of  NPDES Permit Number AL0050580, for re-issuance of existing discharges resulting from Storm water associated with permanently closed, capped and vegetated portions of the landfill., discharging through Outfalls DSN001, DSN002, DSN003, DSN005, DSN007, and DSN008, into Bodka Creek; Storm water associated with landfill activities, discharging through DSN006 into Factory Creek; Storm water from closed, capped, vegetated cells and effluent from the Landfill Leachate Treatment System, discharging through DSN011 into Bodka Creek; Storm water associated with sediment dewatering, discharging through Outfall DSN013 into Bodka Creek; Storm water from entrance area, parking lots and administrative buildings., discharging through Outfalls DSN014, DSN015, and DSN016. City of Hoover, 100 Municipal Drive, Hoover, AL 35216, NPDES Permit Number AL0041653, for re-issuance of a permit which limits the discharge of pollutants from treated domestic wastewater and storm water run-off from Riverchase WWTP, 2004 Parkway River Road, Hoover, AL 35244, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater and storm water run-off to the Cahaba River, classified as Fish & Wildlife, in the Cahaba River Basin.

Montgomery County

Montgomery Water Works and Sanitary Sewer Board, Post Office Box 1631, Montgomery, AL 36102, NPDES Permit Number AL0059315, re-issuance of a permit which limits the discharge of pollutants from treated domestic wastewater from Rolling Hills Wastewater Lagoon, Mizell Road, Montgomery, AL 36105, for the purpose of meeting federal and state water quality regulatory standards.  The subject permit regulates the discharge of treated wastewater to a Sprayfield, in the Alabama River Basin.  The facility is located in the drainage basin of Catoma Creek, waterway classified as Fish & Wildlife, in the Alabama River Basin.

The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations; and for those in the coastal area, are consistent with the Alabama Coastal Management Program.

Copies of the draft permits, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via http://adem.alabama.gov/newsEvents/publicNotices.cnt, and at the following location Monday – Friday (except legal holidays), 8:00 am to 5:00 pm.  A nominal fee for copying and/or mailing may be charged.  Arrangements for copying should be made in advance.

Persons wishing to comment may do so, in writing, to the Department's named contact above within 30 days following the publication date of this notice.  COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS.  In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing.  The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application or draft permit.  The Director may also hold a hearing if he determines that it would clarify one or more issues involved in the permit decision.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the Federal Water Pollution Control Act and applicable regulations, the Department will make a final determination.  The Department will develop a response to comments, which will become part of the public record and will be available to persons upon request.  Notice will be sent to any person requesting notice of the final action.
