American Recovery and Reinvestment Act of 2009 (ARRA)


Clean Diesel Program


The American Recovery and Reinvestment Act of 2009 allotted $300 million for the establishment of clean diesel programs throughout the country. All 50 states received a portion of this funding. The State of Alabama, through the Alabama Department of Environmental Management (ADEM), received $1,730,000. ADEM's Air Division will be working with the Alabama Department of Transportation (ALDOT) to install emission reduction devices on ALDOT's state-wide diesel vehicle and equipment fleet. Priority will be given to those areas that are currently exceeding the National Ambient Air Quality Standards and areas that are approaching the standards.

State Revolving Fund (SRF)


The Department has issued its FY 2009 Intended Use Plans for the Clean Water State Revolving Fund and the Drinking Water State Revolving Fund. The plan lists the eligible applicants that have been approved to apply for SRF/ARRA funding. The Department continues to accept applications, especially for green infrastructure projects. Any applications received during this funding cycle will be held for standby funding should any of the applications on the funding list fail to comply with all requirements of the SRF and ARRA or if additional funding becomes available.

Leaking Underground Storage Tank Program


The American Recovery and Reinvestment Act of 2009 allotted $200 million from the Leaking Underground Storage Tank (LUST) Fund to EPA for cleaning up releases from underground storage tanks throughout the country. The State of Alabama is receiving $4,086,000 to address releases from underground storage tank systems within our state. These releases are at sites that do not have a viable responsible party identified.

The Alabama Department of Environmental Management will be utilizing existing LUST Trust Fund contracts for the initial work performed under the ARRA funding.

The Department will also be establishing new contracts with experienced environmental consulting firms to provide investigative and corrective actions at sites throughout the state. Procedures for preparation of technical proposals to be submitted for contract consideration are listed below.

The Department has identified a list of 28 sites for initial assessment evaluation. Additional sites will be identified for investigation and clean up over the next 2 - 3 years utilizing the ARRA funds.
